We have men stroking their privates in the bus, others take advantage of the tight fit of the FX to molest their victims, and jeeps are not an exception to this. Jeepney passengers have seen their fair share of horror stories and this young high school student has one to tell.

A concerned citizen has posted pictures of a grown man in a green t-shirt who is seemingly doing nothing wrong. Well, we’re wrong. He’s actually trying to molest the young girl beside him. A young girl who is only a high school student. No one should ever have to be a victim of such crime.

YouLike PH said that the girl was sleeping in the jeepney. Something that is all too familiar with commuters. But this pervert tried to take advantage of that. You could see that he was hiding his right arm with his backpack. The left was clutching the bag so it doesn’t fall and make everyone aware of what he was doing.

It does seem like a normal pose you would see in the jeep but the eagle-eyed passenger saw that the fingers of his right arm were groping the high school student’s breast. The man’s face never changed so people around him wouldn’t notice.

But not all could be fooled. By posting his pictures on the internet, people, especially young girls who commute, would be aware of who to look out for. Remember ladies, this is the face you punch if he tried to do anything!

Ombudsman starts own probe into Kian delos Santos' death

Ombudsman Conchita Carpio-Morales says they have 'concurrent jurisdiction' over the case and they have already sent out subpoenas for their fact-finding investigation.

The Office of the Ombudsman started its probe into the death of 17-year-old Kian Loyd delos Santos, who was shot dead by police during a drug raid in Caloocan City on August 16.

Ombudsman Conchita Carpio-Morales announced this on Tuesday, August 29, after a Senate budget hearing on her office's proposed 2018 budget. (READ: Can Ombudsman take over Kian case?)

"We already started our fact-finding investigation. The Military and Other Law Enforcement Offices (MOLEO) of Ramos is here. He has already started the fact-finding investigation," Morales told reporters in an interview, referring to Deputy Ombudsman Cyril Ramos who heads the MOLEO.

Morales also said they have already started sending out subpoenas for documents and witnesses.

Police shot Delos Santos for allegedly fighting back during an anti-drug operation. CCTV footage and witnesses' testimonies, however, indicate that the boy was a victim of an extrajudicial killing.

Ballistic tests show the bullet found inside Delos Santos' body came from the gun of PO3 Arnel Oares, who led the raid. Delos Santos, meanwhile, tested negative for gunpowder.

Senate Minority Leader Franklin Drilon said he talked to Morales, who supposedly confirmed that her office has indeed "concurrent jurisdiction" over Delos Santos' case, as it involves government officers with a salary grade below SG27.

"The Ombudsman has confirmed that she has concurrent jurisdiction with the DOJ (Department of Justice) insofar as Kian's killing is concerned. But, because of the MOA (memorandum of agreement), it's the DOJ that's assuming jurisdiction. She is, in fact, conducting a fact-finding investigation on the same case, on a number of issues," Drilon said.

In the Senate probe into the teenager's death, Drilon slammed Justice Secretary Vitaliano Aguirre II for his "bias" and asked Aguirre if he would be willing to have the case transferred to the Ombudsman.

Aguirre, however, rejected the proposal because it might make the DOJ look "incompetent" and incapable of conducting an impartial probe. (READ: Aguirre: What's the difference between kids killed by addicts, cops?)

"If [the] Ombudsman can conduct [a] preliminary investigation on impeachable officials, how much more ordinary policemen? So that only indicates the erroneous interpretation of the secretary (Aguirre) in the desire to just assume jurisdiction over the investigation," Drilon said.

On Tuesday, a formal petition was filed before the DOJ seeking its inhibition from conducting a preliminary investigation into the murder and torture complaints against Caloocan City cops.

"The Office of the Ombudsman is the best forum to conduct the preliminary investigation for this case given the impartiality of this constitutionally-mandated body," said the petition.

A former soldier couldn't contain his resentments towards former President Noynoy Aquino. The latter has yet again made remarks towards the so-called extra-judicial killings which the Philippine mainstream media, Liberal Party and the Opposition is blaming on President Rodrigo Duterte.

Abe Purugganan, in his Facebook post, wrote an open letter to the former chief executive saying that he is the one who should blamed for the proliferation of illegal drugs in the country.

He said if only Aquino did not permit the rapid reproduction of illegal drugs, protected drug lords and syndicates, if only the Liberal Party did not establish narco-politics in the Philippines, none of the killings have happened.

If only they did not allow the Philippine government to be used as a medium in illegal drug trades and if only truly loved the Filipinos and did their jobs as public servants, none of the killings had happened.

He also blamed the LP for pushing the ones engaged in illegal drug activities to their deaths.

They should "be tried in court for all these killings and sufferings."

Attached to his letter was the recent article regarding Aquino's remarks towards EJKs.

"To Nonoy Aquino:

"There should have been no killings had you not permitted illegal drugs to proliferate.

"There should have been no killings had you not protected drug lords and drug syndicates.

"There should have been no killings had you and the Liberal Party not built narco politics in our country.

"There should have been no killings had you not allowed government to be used for illegal drug trade.

"There should have been no killings had you love the Filipino people and done your job.

"You led our people the addicts, couriers, pushers, drug lords, narco politicians, policemen, and soldiers to death. You led them all to be killed. The blood of those who were killed are now in your hands.

"Aside from this are millions of Filipinos whom you lead to fall as slaves and workers of the drug trade; and as victims

of drug addiction and who now continue to suffer because of your reckless, careless, and selfish leadership.

"You should be tried in court for all these killings and sufferings."

Noynoy said that the killings happening since Duterte assumed office are not extra-judicial killings but murders, he emphasized.

"If you say there is extrajudicial killings, then it means there is judicial killing. But I remember, we do not have the death penalty, so there is no judicial killing. Therefore, there is no extrajudicial killing. No judicial, no extrajudicial. So clearly, there is murder, there is homicide taking place," he said in Filipino.

He was asked if the killings of alleged drug pusheres and users are state sponsored, Aquino said he has no say on such issue since he does not have any evidences that they are or not, but what he said was, "state has an obligation to protect all its citizens and go after all those who have committed infractions against society."

"May pinatay. May pumatay. Hanapin yung pumatay at bigyan ng kaukulang parusa," Aquino stated.

"I’ve always said that however which way one looks at it, in the Constitution and in the church that I belong to, one death is one too many," he added.

Looks like the former chief executive has no idea what he is talking about. This can happen to anyone who just always sits back and relax in their offices without doing anything to solve any issue. More than 100 people turned up to take part in the dig just before Christmas and were stunned when the 5,251 coins were found in a lead bucket buried two feet underground.

The collection included coins from the reigns of Ethelred the Unready (978-1016 AD) and Canute, or Cnut (1016-1035 AD). Members of the Weekend Wanderers Detecting Club work to uncover an inredible hoard Mr Welch said the hoard is equal in importance to the Staffordshire Hoard of gold and garnets found by a metal detectorist in 2009, which is now displayed in the Birmingham Museum and Art Gallery He added: “We don’t know how many variations of the coins there are and when we do we will know how significant the find is.

“This would have been a huge amount of money in its day. One coin alone would have been a lot back then. “Metal detecting is a bit random but most farms have a bit of history so you have a chance of finding something. “Everyone dreams of a pot of gold but the reality is you spend most of your time digging up bits of junk. “I think this was a case of you either move to the right or move to the left and on this case our member moved the right way. “This is the first of its kind since I’ve been running the club, which is 23 years.”

The Senate is currently investigating the P6.4-billion smuggling of 604 kilos of methamphetamine or shabu into the Philippines.

Customs broker and fixer Mark Ruben Taguba – who was supposedly involved in the illegal shipment and has become a resource in the hearings – said that a certain "Jack" helped him with his transactions with the Bureau of Customs (BOC). Jack is said to be the "handler" of presidential son and Davao City Vice Mayor Paolo Duterte.

On Tuesday, August 22, Taguba read messages from a certain "Tita Nanie" who, he said, introduced him to the Davao Group, which has helped him clear shipments at the bureau.

He showed a text message from Tita Nanie dated January 11, wherein she mentions the links of the group to Paolo Duterte.

"Good am Marc will make final arrangement with Jack. He is the handler of Paolo. Now we have to advance the [money] so he can fly down to Davao to arrange your meeting with Pulong asap. During the meeting, you personally turn over the 5 million. Same manner you likewise turn over the [money] to Jack when we meet."

Pulong is the nickname of the Vice Mayor.

Taguba said that while he did fly to Davao where he met Jack and turned over P5 million, he never met Paolo directly. Vice Mayor Duterte had earlier already denied involvement in the so-called Davao Group inside the BOC. President Rodrigo Duterte has also defended his son from allegations.

Video evidence has surfaced showing how two policemen shot and killed a soldier in Aurora, Zamboanga del Sur last week.

CCTV camera footage that aired on "24 Oras" on Wednesday showed Police Officer 2 Ronald Zeros and Police Officer 1 Michael Bullanday on board a motorcycle when Corporal Rodilo Bartolome approached them.

Bartolome looked to be getting something from his sling bag, which prompted cops to fire shots at the soldier.

Later, authorities discovered that the bag had contained Bartolome's wallet and not a gun.

On Tuesday, murder charges were filed against the two policemen.

According to the initial police investigation, the Aurora municipal police station supposedly received a call alerting them to the presence of an armed man in the area, hinting that the stranger might be a hitman.

The cops said they saw Bartolome from a distance and claimed that he drew his gun, prompting them to open fire.

The victim, who belonged to the 53rd Infantry Battalion, was permitted to go on an overnight pass by his immediate superior to visit his family in Midsalip, Zamboanga del Sur.

Bartolome was deployed in Marawi last May after his unit was sent there to help address the crisis.

Tulfo confirmed if the sister told the agency about what her sister was experiencing from the employer. The sister said “opo.” Then the host reiterated if the agency didn’t do anything about it.

“Wala po,” she said sorrowfully. Then Raffy Tulfo called a woman from the agency in question named Ms. David. “Madame, alam niyo naman po ito matagal na, ba’t wala ho kayong ginagawa, ‘yung agency niyo ma’am?”

“Tinawag na po namin ‘yan sa counter office namin. Ni-request na po namin na pauwiin na lang ‘yung OFW,” she answered over the phone.

Breaking News: Faced with impeachment, Bautista a no-show to defend Comelec budget hearing

In the face of ill-gotten wealth allegations and a threat of impeachment, Commission on Elections (Comelec) chairperson Andres Bautista skipped on Wednesday the hearing in the House of Representatives tackling the poll body’s proposed 2018 budget.

During the appropriations committee hearing, Comelec Executive Director Jose Tolentino said Bautista would not be around for the budget hearing to attend a meeting with his children’s guidance counselors.

“The chairman will be meeting with the guidance counselors of his children, that’s why it has been said earlier that he couldn’t attend this meeting right now,” Tolentino said.

Comelec Commissioner Arthur Lim apologized on behalf of Bautista.
“What we can do today is sincerely apologize to Congress, to the Committee on Appropriations and its members, and we respectfully request that we be accorded a chance to present the budget, and we will exert utmost effort to make sure that the chairman will honor, not only the committee but the entire Congress, and make sure the Commission budget will be approved,” Lim said.
“We really beg your kind indulgence,” he added.

Appropriations committee chairperson Davao City Rep. Karlo Nograles said because there was no formal letter of communications to excuse Bautista from the hearing, the appropriations committee would cancel the hearing and defer it to Thursday, when the chairman is expected to appear to defend the budget.

Nograles warned: “Otherwise, if the chairman will not show himself, then you may suffer the consequences,” adding that the power of the purse still lies with Congress.

“This is a budget briefing, where you are supposed to defend the budget. And if the head is not here to defend your budget, then there will be consequences,” Nograles said.

Albay Rep. Edcel Lagman earlier in the hearing moved for the cancellation of the Comelec’s budget hearing because Bautista has not given official authority to his fellow commissioners.

“Considering that the chairman of Comelec is absent and there is no official communication with respect to his absence. and there’s no authority given by the chair to any of the commissioners and consistent with our rule that the head of the agency must be present before we proceed with the presentation of the proposed budget of the said agency, I move that we cancel the hearing today,” Lagman said in his motion, later seconded and approved by the chairperson.

The Comelec has a proposed budget of P16.15 billion (inclusive of retirement and life insurance premiums) in 2018.
An impeachment complaint is also in the works to be filed against Bautista before the House of Representatives for his purported ill-gotten wealth as alleged by his estranged wife.

President Rodrigo Duterte won the 2016 elections due to his promise of ridding the country of illegal drugs. Fast forward to 2017 and many citizens are now questioning his methods of fighting crime. However, the president assured that there are no lapses being committed in his war against drugs.

In a recent interview during a press briefing, journalist Erwin Tulfo asked the president himself about the recent issue of 17-year-old Kian delos Santos‘ death. Tulfo asked President Duterte whether he agrees that the opposition is sensationalizing the death of Kian in order to bring him down? But what the president said next was quite unexpected.

Tulfo asked during the press conference:

“Do you agree, because some of our netizens think na pinalaki na masyado itong issue ni Kian, na yung mga kalaban mo or yung mga ayaw sa gobyerno mo is using the death of Kian [to bring you down]?”

Instead of immediately answering the question, President Duterte first admitted that there are indeed some lapses when it comes to fighting off alleged drug users and pushers. He stated:

“There is a possibility that some of the police incidents could be abuses, I admit that.”

However, he also mentioned that he encourages those who oppose him to “bring him down” if they truly don’t want him to fulfill his duties as the leader of this country. He then said:


“Pero yung gusto nila to put me down, I encourage them to do it. Now, kung ang sabihin ng gobyerno is that they will have to defend the public, then that is the time I say that I have a sworn duty to protect the people and defend the republic.

Pag nawala ako and ganito ang sitwasyon, then remember me and remember my warning that I have to do this because I have to protect the people.

In all of my public addresses, ito lang ang sinabi ko. If I become president, I will stop drugs, corruption in the government, and I will make this country stable by going after criminals.”

The president even stated that he will not condone the unruly behavior of police officers who are destroying the credibiltiy of the government. As a warning, he said:

“Pati yung mga pulis na mag-aresto sabay kidnap. Saan ka makakita dito ng mga pulis na mag-raid tapos may pirma na? Meron nang deed of sale. P***ina nyo, di nyo ako kaya. T***ina nyo mga pulis kayo. You’re destroying the credibility of the government. If the government is not credible anymore, nobody will obey and the government will collapse!”

When asked what his message his to all the people doubting his adminsitration, he simply said:

“I do the very best I know and the very best I can and I mean to keep doing so until the end. I cannot answer [to] everyone basta gagawin ko lang yung ginagawa ko.”

Authorities Identify the Policemen Who Were Involved in Kian Delos Santos’ Case!

Kian Delos Santos was a 17-year-old minor who is the latest casualty in the growing number of people below 18 to have been killed by the police because of anti-drug operations. He was a Grade 11 student who was reported to be closing their family store when he got involved in the Caloocan police’s operation.

He lost his life and evidence from the CCTV footage, along with firsthand accounts, indicated that Kian Delos Santos was brutally killed by the authorities when they shot him with a gun. Several people went to the People Power Monument on August 21, 2017, to protest against Kian’s death. Even famous personalities lambasted the incident and expressed their outrage.


Now, it was reported by ABS-CBN News that the policemen who have been involved with Kian Delos Santos’ death were already identified. They are Police Officer 3 Arnel Oares, Police Officer 1 Jeremias Pereda, and Police Officer 1 Jerwin Cruz.

The report narrated the events that led to Kian’s death:

“Surveillance footage showed 2 officers dragging Delos Santos to the spot where the boy was killed. A witness also alleged that the police beat up the victim, gave him a gun by force, and told Delos Santos to run for his life.”

Meanwhile, Philippine National Police (PNP) Director General Ronaldo “Bato” Dela Rosa believed that Kian Delos Santos was an alleged drug courier for his own father and uncle. Kian’s family, on the other hand, denied the minor’s involvement.

The three police officers were officially relieved of their duties last Thursday, August 17, 2017. They are temporarily under the custody of the Metro Manila police headquarters support service located in Camp Bagong Diwa, Taguig City.

National Capital Region Police Office Chief Director Oscar Albayalde added that they were placed under restrictive custody because there was no commitment order placed against them yet. According to him, they have yet to secure themselves a lawyer.


In addition, Caloocan City Police Chief Senior Superintendent Chito Bersaluna has also been relieved of his position as of Saturday, August 19, 2017, following the investigation on Kian Delos Santos’ case.

On Tuesday, August 22, 2017, Dela Rosa announced that Northern Police District Director Chief Superintendent Roberto Fajardo has also been relieved as well because of “command responsibility pending investigation of the incident.”

Duterte: I signed free tuition law even though 'alam ko naman walang pera'

President Rodrigo Duterte on Monday admitted that he signed a law mandating that government provided free tuition for students in state universities and colleges (SUCs) even though he still did not know how his administration would fund it.

His pronouncement comes three days after he signed Republic Act No. 10931 or the Universal Access to Quality Tertiary Education Act.

"Iyan nga problema ngayon. Gusto ko tanungin sa inyo eh. Mag-konsulta ba ako. Ewan ko, tignan natin kung saan," he told reporters in an interview in Malacañang.

"Kasi iyong pag-approve ng Congress, alam man nilang walang pera. Pagdating sa akin, alam ko naman na walang pera. Pirmahan natin ito, eh 'di sige... Pagdating sa enrollment, iyan ang problema natin," he added.

Duterte's economic managers had previously said the government could not afford to fund the law, which mandates free tuition in state universities and colleges (SUCs), local universities and colleges (LUCs) and vocational schools under the Technical Education and Skills Development Authority (TESDA) starting the second semester of school year 2017 to 2018.

After Duterte signed the law, the chairpersons of the Senate finance and House appropriations committees assured the public that they will find the needed budget to fund it.

Japan giving PHL high-speed vessels, security equipment to fight terrorists

Japan is giving the Philippines equipment and further assistance in the ongoing efforts of Philippine authorities to contain extremist elements in Mindanao, particularly in Marawi City, a Japanese official said Tuesday.

"In this bilateral front, Mr. Kono stated that he liked to proceed to a provision of high-speed vessels and security related equipment, which was already agreed, to support the efforts of the Philippines to address the issue in Mindanao," Japan Deputy Press Secretary Toshihide Ando told reporters in a press conference in Pasay City.

Taro Kono is Japan's foreign minister appointed by Prime Minister Shinzo Abe last Thursday.

The Japanese top diplomat conveyed the offer during a meeting with Foreign Affairs Secretary Alan Peter Cayetano on Sunday.

"He (Kono) also said that he liked to consider further assistance in this regard," said Ando.

"Mr. Kono expressed support in the fight against terrorism in Mindanao by the Philippine government," Ando said.

The latest offer is on top of an earlier grant aid of $2 million for the people displaced by the battle between government troops and the Maute group.

Senator Leila De Lima had an unexpected visit from President Rodrigo Duterte on August 9 while she was detained at the Philippine National Police (PNP) Custodial Center in Camp Crame.

Sen. Leila De Lima is one of President Duterte’s more vocal critics, especially concerning the latter’s controversial war on illegal drugs.

According to this report by ABS-CBN, the visit occurred when President Rodrigo Duterte went to Camp Crame to attend the 116th Police Service Anniversary and a command conference. President Duterte said he wanted to visit Sen. De Lima, however, her cell was far from the PNP Sports Center where the celebratory event was taking place.

President Duterte said:

“Yung kay Delilah [sic] sa’kin, skeletal lang naman ‘yun. Nagpunta ako doon sa Crame, sinilip ko ‘yung presuhan niya. Pssssttt. Gusto kong sabihin o… malayo man. Nagpunta ako sabi ko, saan na ‘yung g*** na ‘yun? Doon dinala ako.”

The President did not forget to voice his opinion over the European Union – which suggested that the senator be moved to house arrest. The EU called her a “prisoner of conscience.”

In a report by GMA, President Duterte said:

“I cannot imagine that—her capacity to… Imagine, she can even convince foreigners—‘yung mga t— mga EU. Hijo de…Tapos magpunta dito to declare… ‘Can she be house arrested because she’s a prisoner of conscience?’ Pu… Pagka-b— talaga itong mga… You are losing the matters there.”

De Lima was detained after she was accused of protecting high-profile inmates in the New Bilibid Prison. These inmates were high ranking members of the illegal drug trade.

De Lima strongly denied that she was involved in the sale of illegal drugs and called her imprisonment by the Duterte regime “political persecution.”

President Duterte also brought up the alleged s*x tape that featured Sen. De Lima. He said:

On August 9, during a business forum in Mandaluyong City, President Rodrigo Duterte boldly claimed that he would resign if the allegations of corruption against his son, Davao City Mayor Paolo Duterte, were proven true.

According to a report by the Inquirer, the president reiterated his previous statements where he vowed to leave office  any of his children were confirmed as corrupt. The controversial President said:

“Corruption was really one [thing] I do not like. Pati ‘yung anak ko ngayon, sinasali diyan sa Customs. I told you before and I’m telling you now again, kung sino sa mga anak ko ma-involve sa corruption, I will immediately resign. That, you have my word.”

Besides resigning, President Rodrigo Duterte also swore that he would press charges against any family member or official involved in corrupt practices. He added:

“Kaya sabi ko, kung sino man yung official who entertains with the intervention of any of my sons and daughter that is enough for me. I will fire you and I will press charges against you and my relative wherever he is and you will have the luxury of seeing me go down. Di ko na kailangan ang trabahong ito, sa totoo lang. I have enough.”

Last Monday, customs broker Mark Taguba accused five officials of the Bureau of Customs (BOC) of bribery. Taguba claimed that Mayor Paolo Duterte was involved in certain transactions with a “Davao group” at the Davao City Bureau of Customs.

President Duterte’s statement came two days after Taguba’s hearing at the House of Representatives.

However, Taguba clarified that he did not have any evidence to support his claims, basing them off of a rumor. He also admits that he has never spoken to Mayor Paolo Duterte.

Duterte’s supporters need not worry about him losing his seat of power as this is not the first time President Duterte has claimed he will resign. During the 2016 electoral period, then-Mayor Duterte and his running mate, Alan Peter Cayetano, vowed to eliminate crime and corruption within six months of their term or else they would both resign. Needless to say, President Duterte and Foreign Affairs Secretary Cayetano are still in office as crime and corruption still run rampant across the Philippines.

According to a report by ABS-CBN, Espenido received the award during the 116th anniversary of the police service. The award was also given to the police chief by the President himself.
